Rufus is a fit, small framed man with strawberry blonde hair that parts around his face and dark blue eyes. His wears at least four lays of clothing on his torso, two dress shirts, first one black, second one white, a black vest with three buckles with metal fasteners, and on top a single breasted white suit jacket with faint silver pin-stripping. His pants are pretty baggy, flaring out towards the bottom.
Personality:Rufus’ father believed in ruling people with money, bribery and false promises. Rufus however didn’t see it this way, he believed that ruling people with fear was the proper way to do it. Though he fully admits that his father’s way worked, he saw no reason to waste money and resources when it could be done another way. Caring very little about people’s well being, he focused solely on his own goals; goals that he never achieved because of the Diamond Weapon. His near death experience changed him. While he still retains control of his company, he’s been using its resources to undo the harm done to the planet. Though he isn’t as cruel as he used to be, Rufus still does what it takes to get things done, even if it involves twisting the facts or paying someone to do it.
History:
There are not many facts known about Rufus before the age of nineteen. Six years before the events that led to him taking over Shinra Electric Power Co, he had already began planning for his father’s downfall as the company president. Using AVALANCHE, an eco-terrorist group whom of which was far more dangerous and ruthless than their later counterpart led by Barret Wallace, Rufus relentlessly pushed for his father’s death. President Shinra, though he knew there was a traitor among his staff, didn’t suspect his son to be leaking information to AVALANCHE; which greatly contributed to their success. In fact, Rufus was not only leaking valuable information to the group, but he was also their key benefactor, funding most of their operations. Though the group’s intentions were to save the planet, Rufus cared neither for the planet nor its fate. In time, the Turks find and capture Rufus in Wutai, ultimately revealing his plan and holding him as leverage to use against the President in order to get back their leader, Veld. Not wanting the news of his son’s betrayal to get out, President Shinra orders for the Turks to be killed. While the Turks are out looking for their leader, Veld, Shinra saves his son from where he was placed under house arrest in Junon. Sometime later, President Shinra saves Rufus from the Turks while they search for their still missing leader. Rufus ultimately saves the Turks from execution, on the account that Tseng ‘assassinated’ Veld and Elfe.
Six years after the events in Junon, Rufus returns to Midgar following an attack on Shinra Headquarters. Upon his arrival, he finds almost everyone dead, including President Shinra. After a brief fight with Cloud, Rufus flees the building, only to come back later after it is rebuilt to take his place as company president. Unlike his father, who ruled with money and power, Rufus claims that he will rule by fear.
In little time, Rufus decides to chase after Sephiroth, following him across the planet with an entourage of Shinra executives. He comes across the newly reformed AVALANCH on a cargo ship going from Junon to Costa del Sol. He has no interaction with them, even though they stop him from stealing Cid Highwind’s Tiny Bronco.
Rufus was not only searching for Sephiroth, during this time he was also searching for something known as the Promised Land. The Promised Land is a mythical location believed the hold infinite amounts of Mako deposits. This search ended up taking him to the Northern Crater(Cave)where he once again encountered Cloud who confronts him. After this Rufus tries to have Barret and Tifa executed to help calm the panic caused by Sephiroth’s summoned meteor. The execution never takes place. The Sapphire WEAPON fires on Junon, causing enough commotion for the two to escape on the Highwind.
In order to Destroy the Diamond weapon and barrier around Sephiroth, Rufus has the Sister Ray cannon moved from Junon to Midgar. As he fires the cannon, the Diamond Weapon launches its own attack on Midgar. The shot hits on level with the President’s office, destroying it. Because of the large amount of damage done to the structure, Rufus is presumed dead. However, he ducked and got out through a hidden escape tunnel.
After Meteorfall, Rufus takes refuge in Kalm. While there he is taking prisoner by Mutten Kylegate, who took advantage of the Turks absence. Mutten proceeds to interrogate Rufus, who reveals his plan to construct Edge to the east of Midgar. He soon escapes with the help of Kilmister, and in return Rufus helps him recover Hojo’s research from Midgar in order to discover the origins of Geostigma. Kilmister is eventually killed, leaving Rufus with the task of finding Jenova, which is thought to be behind Geostigma.
It took two years of searching (give or take a few months) for Rufus and his Turks to find their target. Up until this point, Rufus is still thought to be dead by all but those he reveals himself to. After his Turks are chased out of the Northern Crater by Kadaj, Yazoo and Loz, he summons Cloud to Healin Lodge. There Cloud finds Rufus in a wheelchair, covered by a white sheet that was seemingly hiding his Geostigma. Supposedly reformed and renouncing his past cruelty, Rufus explains to Cloud that his near death experience had showed him the truth, that his company was in fact hurting the planet. Even though he expressed his wish to help undo the harm his company did to the planet, they parted without either benefiting from the meeting.
Days later, while Rufus was meeting with Kadaj on a building still being constructed, he stands up and throws off his sheet. Seeing that all Rufus was doing was hiding the head of Jenova under the sheet the entire time, Kadaj attacks after he sees the container thrown over the edge. Rufus jumps off the building, firing upon Kadaj. Tseng and Elena saves Rufus by firing two nets to break his fall. After that, he is cured of his Geostigma by Kadaj’s defeat.
After the events in Edge and Midgar, it is rumored that Rufus is now funding the World Regenesis Organization (WRO). Though no one has directly confirmed it, Reeve Tuesti said he had a feeling that the WRO’s mysterious benefactor was someone who owed “a debt to the planet.”
