BRAINSTORM AND NOTES

Name:
→ Something Crystal Related.
→ Lapis?: *lapis lazuli" = Stone of Lazhward // Lazhward = "Stone of heaven" or "sky stone"
Origin:
→ Anti-Sanctum / Cocoon Underground
→ Have worked in opposition to the Fal’Cie.
→ Rooted in Eden, but widespread throughout the shell post-fall.
Ideology:
→ Anti-fal’Cie, because they're flourishing the most after the fall of Cocoon.
→ Some members may hold a more militant stance against relying on the fal’Cie, while others may seek to fill the vacuum. Some may seek to put power into the hands of men, or more specifically, the men running the Syndicate.
Operations:
→ Various Criminal Activities and smuggling, theft, sabotage...
→ Might have had a hand in problems occurring with some of the Purge transits.
→ Possibly has something to do with the group rumored to be causing problems for the Academy and Provisional Government
→ Notably increased post-fall activity.
Structure:
→ Many Branches.
→ Might be modeled loosely after the Russian Bratva Structure
→ The closer you get to the roots, the more it looks like a syndicate, but the lower levels are your average street gangs...
Ranking:
1 → Boss (IC)
2 → → Counselor/”Spy” (IC)
3 → → Bookmaker/”Spy” (IC)
4 → → → Brigadiers/Captains/”Authority” (IC)
5 → → → → Brigade/”Warriors” (Enforcers, Contract killers, Bodyguards)
6 → → → → → Associate (Errand Boys, Intelligence Providers, Look-Outs)
Groupings and Functions:
→ Elite Group: The kingpin and the Inner Circle (IC) that manages the support and security groups.
→ → Security Group: Led by one the spies (Counselor). Handles Security and Intelligence. Makes sure the organization runs like a well-oiled machine, keeps peace between syndicate and other organizations (such as Sanctum, Provisional Gov’t, and Academy) by negotiation or payoffs.
→ → Support Group: Led by one the spies (Bookmaker). Manages the Working Unit, collects money, supervises criminal activities, assigns operations.
→ → → Working Unit: Lowest tier of the syndicate, and works only with the support group. Consists of the street gangs, thieves and other criminals. Little to no contact is made with the Security or Elite Group.
The Boss:
→ A man who is often mentioned, but never seen. Nobody really knows who leads the syndicate, except maybe those who’ve made it into the Inner Circle.
→ I almost feel as though The Boss should be some sort of surprise, if ever to be revealed. Maybe whoever it is that runs the Retail Network called "Gilgamesh, Inc," because "No information on this corporation is available to the public."
→ I would also TOTALLY LOL if this turns about to be a fal'Cie, or a well known Monster/Boss, because that seems to be how Final Fantasy twists go. Maybe both, for "Final Fantasy XIII Ultimania Omega further reveals that Gilgamesh was at some point during development planned as a fal'Cie who would have wielded swords in various sizes, some even so large to dwarf large buildings."
The Counselor:
→ Might name him Mikel Nikolai Kaminski
→ Rich Boy from Eden
→ Member of the Inner Circle, he is one of the “Spies” that runs the Security Group.
→ His family has been in the syndicate for generations, and he is a member of the upper class, whose Old Money comes from the Transportation Industry. His father was the Counselor before him, and had held that role up until the old man’s untimely demise during the evacuation of Cocoon.
→ Only the Inner Circle knows about his involvement with the Syndicate, because he does have a public face to maintain.
→ While he is fairly well connected with the Provincial Government and the Academy, he is also providing intelligence to the syndicate.
→ The Counselor is high up in the Transportation Department, which is connected to every city, most likely, and to restricted places like Hanging Edge. With the Syndicate having an Elite member with these kind of connections, they quite literally got the keys to worldwide transportation. Contraband and whatever else are able to be smuggled through the transportation system due to this.
→ Rich Boy might have used his resources and knowledge of the transit infrastructure to cause problems with Purge trains... or making people disappear on them...
→ Although Rich Boy grew up in the syndicate, he may have some misgiving about how the Syndicate does things. It’s possible he might help the “Good Guys” from time to time, if he disagrees with some decision the syndicate has made. It’s possible that he’s more loyal to an older ideology of the Syndicate (or may want to advocate a change in current ideology), where they had conducted criminal activities in order to hinder the fal’Cie’s control over mankind.)
→ Might have a Hidden Agenda
→ Although it was the Provisional Government(?) that footed the bill for the Elevator from Pulse to Cocoon, his company might be among those that got the engineering, fabrication, or construction contracts.
→ Owns some foundries that produce parts for transportation systems--automotive, construction, aerospace, rail, and defense. May function as an Industry Partner with government contracts. (Is it probable that such foundries might have been originally maintained or built by a fal’Cie?).
→ Has been breaking ground on post-merge infrastructure.
Persons of Interest:
→ Lucain: High in the government. Possibly knew Rich Boy from his past, before entering the military. Both had come from prominent high society Eden families.
→ Yuj: However he ends up tied in, will be right at the bottom level. Possibly an “Associate?” A source for intelligence? …....Which makes me wonder how NORA got ahold of some of their weapons exactly... Caught up with the Purge Train... Possible Syndicate connections there?
→ Shion “Yojimbo”: Not sure where to put him just yet, but I imagine he would be something to do with bodyguard work. Although, with the Syndicate’s Anti-fal’Cie stance, I’m not sure how’d they take to bringing a former l’Cie-turned-Cei’th into their ranks. Like not to have him thread with Yuj possibly, but not sure under what context yet...
→ “Daigoro”: Not sure what to do with him, but he feels like he’s somewhere between an enforcer and an errand boy... or neither or both... Sometimes he feels like a Made Man or a thief... He might be the gung-ho recruit, or the leader that nobody had ever seen... Just as it is possible that he might be a loose cog in their machine, or an actual thorn in their side. Could be rogue element, or a double agent. Or a tripple agent.
